British Columbia remains a top destination for aspiring business owners and investors seeking to start or purchase a business in Canada. The BC Provincial Nominee Program (BC PNP) Entrepreneur Immigration – Base Stream offers a strategic pathway for foreign entrepreneurs to become permanent residents by investing in and actively managing a business in the province.
If you plan to apply in 2025, here’s what you need to know to qualify.
What Is the BC PNP Entrepreneur Stream?
The Entrepreneur Stream is designed for experienced entrepreneurs who want to establish a new business or buy and grow an existing one in British Columbia. Successful applicants initially receive a work permit to operate their business and, if the terms of the Performance Agreement are met, can later be nominated for permanent residence.
Key Eligibility Requirements in 2025
As of 2025, here are the core criteria for qualification:
1. Business Experience
You must have at least 3 years as an active business owner-manager OR more than 4 years in a senior management role in the last 10 years. Alternatively, a combination of 1 year as an owner-manager and 2 years as a senior manager is acceptable.
2. Net Worth
You need to demonstrate a minimum personal net worth of CAD $600,000. This must be verifiable through qualified third-party assessments.
3. Investment Requirements
You must make a minimum eligible personal investment of CAD $200,000 in a new or existing business in BC. Higher investment levels may be needed in more competitive regions or industries.
4. Job Creation
Your business must create at least one full-time, permanent job for a Canadian citizen or permanent resident.
5. Active Management
You must actively manage the business in BC and reside within 100 km of the business location for at least 75% of your time.
6. Language Proficiency
At the time of registration, a minimum CLB 4 in English or French in all four skills (reading, writing, speaking, listening) is required.
The Application Process
- Self-Evaluation & Preparation
- Assess your eligibility and develop a business plan tailored to BC’s economic needs.
- Registration
- Submit an online Expression of Interest (EOI) via the BC PNP portal. Your profile is scored on a points-based system (max 200 points), and only the top candidates are invited to apply.
- Invitation to Apply (ITA)
- If selected, you’ll have 120 days to submit a full application and pay a CAD $3,500 fee.
- Interview & Decision
- You can attend an in-person or virtual interview if your application passes the paper review.
- Work Permit & Business Setup
- Once approved, you’ll sign a Performance Agreement, then apply for a temporary work permit through IRCC to move to BC and implement your business plan.
- Nomination for Permanent Residence
- After fulfilling the terms of the agreement—usually within 18–20 months—you can be nominated for PR.
Strategic Tips from Change of Phase
- Choose the correct location: While Vancouver is attractive, BC’s regional areas often provide better chances for approval due to economic development needs.
- Focus on innovation and local needs: A business aligned with BC’s key industries—clean tech, agri-tech, digital media, etc.—has a higher chance of success.
- Be realistic and detailed: Your business plan should be feasible, clearly outline the financials, and show your understanding of the local market.
