Thinking about building or buying a business in Canada? It’s an exciting step, and also a big financial commitment. Business immigration rules have changed a lot recently, so comparing your options carefully matters more than ever. A little research now can save you months of time and a lot of money later.
What Has Changed in 2026
Some well-known federal routes are no longer open to new applicants. The Start-up Visa Program is now paused. IRCC stopped accepting commitment certificates from organizations after December 31, 2025. Applicants with a valid 2025 certificate had until June 30, 2026 to apply. The Self-Employed Persons Program is also paused for new applications, and IRCC has described the program as no longer working in its current design.
IRCC has signalled a redesigned federal entrepreneur pilot, but check the official IRCC website for the latest status. If someone promises a “fast” federal business route, verify it first.
Look at Provincial Entrepreneur Streams
For many investors, provincial programs are now the main route. Several provinces run entrepreneur streams, including British Columbia, Alberta, Manitoba, Ontario, New Brunswick, Nova Scotia and PEI. Net worth requirements range from about CAD $300,000 to $800,000. Required investments range from about CAD $100,000 to $400,000. Quebec runs its own program with separate rules.
BC’s Entrepreneur Immigration category stayed intact when the province restructured its nominee program in April 2026. Each province sets its own rules, so the same budget can go further in one province than in another. Some provinces also favour certain industries or regions, which can shape your business plan.
Questions to Ask Before You Invest
Use these points to compare programs side by side:
Investment and net worth: What are the minimums, and how must you document them?
Your role: Most streams expect you to actively run the business, not just fund it.
Location: Which province or city fits your business plan and your family’s lifestyle?
Jobs and performance: Will you need to hire locally or meet targets after you arrive?
Timeline and costs: Consider government fees, legal and accounting support, a business plan and the time it takes to settle in.
Your background: Business experience, language skills and education can all affect your eligibility.
Exit and risk: What happens if the business doesn’t perform as planned?
Writing your answers down for each program makes the differences much easier to see.
Passive Investment vs. Active Management
Many people assume that investing money is enough to qualify for permanent residence. In practice, most business immigration streams look for hands-on involvement. You may be expected to manage daily operations, live in the province and meet performance conditions. Before you invest, ask yourself whether you’re ready to run the business in Canada, not just own it. That question often decides which pathway is realistic.
Protect Yourself From Costly Mistakes
Don’t commit money to a business until you understand the immigration requirements attached to it. A strong investment on paper can still fall short if it doesn’t meet a program’s conditions. Be cautious about promises of guaranteed approval. Rules, draw activity and allocations shift often. For example, BC reported a mid-August 2026 increase in its nomination allocation.
It also helps to build a realistic business plan and keep a clear record of where your funds came from. Planning your business and your immigration application together gives you a much stronger starting point.
